This combo works because of a glitch involving Guy's Chain Combo. Normally, Guy's Chain Combo is: s.Jab -> s.Strong -> s.Fierce -> s.Roundhouse
However, you'll notice that the Standing Fierce in the Chain Combo is not Guy's normal Standing Fierce (the Close-up uppercut or Far-Away straight punch). It's an elbow attack, and this elbow attack can be Chained into Standing Roundhouse. But the only way Guy can perform this "Fierce Elbow" is to turn on a "switch" to allow it to come out. The switch to turn it on turns out to be Chaining a Standing Jab into a Standing Strong into a Standing Fierce, which is perfectly logical. Thus, when Guy hits Fierce as the third hit of the Chain Combo, the Fierce Elbow comes out instead of the uppercut or the straight punch. However, they needed to put in a trigger that turns this switch off as well. The switch to turn it off is whenever Guy performs any grounded Normal Move afterwards. Everytime Guy does ANY grounded Normal Move, the switch is turned off (even if it is already off) and Guy's Standing Fierce will be the ones he has in all normal situations
(there is an exeception to this rule: Standing Strong and Standing Fierce and Standing Roundhouse only turns the switch off if they END, not when they begin).
However, there is a way to make it so that you can perform the Fierce Elbow of the Chain Combo the instant you hit Fierce, even if it isn't a part of the Chain Combo. To make this glitch work, you just have to do two things: 1) Turn on the switch and 2) Make sure you don't turn it off. It's that simple. But how do you make sure the Standing Fierce Elbow doesn't end (which turns the switch off) without Chaining it into the Standing Roundhouse (which also turns the switch off when it ends)? The only way to pass both criteria is to Buffer the Fierce Elbow into a Special Move. However, the Fierce Elbow isn't Bufferable, so normally there's no way to NOT turn off the switch.
However, there are two methods you can use to make the Standing Fierce Elbow Bufferable: Proximity Canceling (which is canceling the beginning of the Chained Roundhouse into a Special Move before the Roundhouse starts to fully animate) and Custom Combos (which allows you to Buffer any Normal Move). So using either of those methods, you can turn the switch on without turning it off. Now, the next time you hit Fierce on the ground, the Fierce Elbow will come out, which can be chained into the Standing Roundhouse. And now you can do a 4 hit Combo involving only Fierces and Roundhouses.

Comments: The standard solution is jumping straight-up Roundhouse followed with the "illegal" Standing Fierce Elbow Chained into the Standing Roundhouse. And because the Roundhouse at the end of the Chain Combo pops the enemy into the air and doesn't allow them to Flip, Guy can quickly land a Standing Fierce to Juggle, giving him 5 hits total (and in the corner, he can Juggle with Offensive Crouch Roundhouse, which gives him 6 hits).
